When playing the DVD, chapter 12 cuts off early and returns to the setlist menu.

I started from scratch again but this time chapters 11 and 12 cut off early and return to the setlist menu.

They don't cut off in the Encore player but do if I play the compiled files on the hard drive and on the physical DVD in a stand alone DVD player they do.

Why do the chapters cut off early?

In the distant past, I used Adobe Encore, but that's long since gone. What, if anything, do people use today? I don't remember much, but I do remember the layer break needing to be set properly otherwise lots of trouble with discs. I've saved then as elementary streams and they are 16:9.
Put them in Encore CS5 and they are 4:3!
How do I get them to be 16:9 in Encore?
It's 16:9 in my media player.
