Please help me...Video for grandparents

Hi...I was attempting to make a vcd of still photographs for my grandparents 50th wedding anniversary. The plan was to scan the approx. 350 photographs, and add audio to it. I made the "production" in premiere, encoded it with AVI2CD, and then burnt it with nero. However, when I play it on the DVD player, the images look as if they are rendering...blocks of pixels are constantly moving around. I was wondering if anyone could help me with this? If so, please do one of the following:
