Opening VCD with Cleaner 5

I want to convert a VCD to another format like 3ivx... how do I use Cleaner 5 to open it up so I can encode it in another code?

Use VCDGear to convert the .dat vcd file into mpeg (no loss in quality as it doesn't re-encode). Then simply open up the .mpg with Cleaner 5.
