at first, I thought it was my USB modem on my 2nd pc, but comming back here on my main pc (PCI modem), it's the same thing - after click on a link or refreshing Newbie page, for example, it stalls or waits for 30 seconds or less.

To my knowledge, this seemed to start somewhere during this weekend or earlier. Have you ben experimenting on running this site on your own server?
