Burning SVCD from .mpeg file

I just downloaded a movie from USENET and, using MacRAR to join the files, got one big (700+MB) mpeg file.
It won't play with QTime player and Toast says that it's not in the correct format to burn a video CD.
Can someone put me on the right path to burning and playing this?
