Can it be "unblurred"?

I was wondering if anyone knows a way to get rid of the blurs or black bars after you capture a t.v show?
Even though the source has it blurred out, is there any way to like layer it and remove the blur somehow...i dont know? Probably not possible to "unblur" but it cant hurt to ask.
I'm am a big fan of Stern and anyone who watches the show understands my dilemna.

Appreciate any help!

No - there's no good way to unblur it - the information is just gone. While I suppose it's possible to create a computer program that could look like it unblurred it, it would be using "other" information to guess at what was blurred.
