whats the format a file has to be in order to burn it on a cd? is it .MPEG?

If you burn a mpeg straight to a disk it is NOT playable on a standalone DVD Player. If you want to view mpeg1 or mpeg2 files on a DVD Player you need authorising software to do this which converts and add files in a special way. Read the "How To" guides.
