VCD and WindowsXP

hi there,
this is the wierdest problem i've had in WindowsXP. i have PowerDVD v3 and i can play DVD and audio CD but not VCD. PowerDVD says that the CD may have been scratched and Windows media player says there is an IO Device error (when i try to play .dat files).

i read in another post something about SCSI1HLP.VXD. well my Windows/System directory does not have IOSUBSYS directory instead there is a file called IOSUBSYS and when i searched for it, there is no SCSI1HLP.VXD in my computer. can i download it from somewhere?

any suggestions please? this has been bothering me for a while.
