black border on the top, bottom and right...

...but not on the left side. a encoded a vcdmpeg with tmpgenc beta 12h using the video arrange method/center custom size to see the whole picture on my tv. aspect ratio and source aspect ratio set to 4:3 625 lines/PAL.
on the pc i see that black border around the whole movie, but when it comes to tv output with the dxr3 (no matter what drivers or apps used) the left side has no border but is cropped off! what am i doing wrong??????????????
