I've got couple of .mkv videos which have a txt on the bottom left which i want to blur out with premiere. How can I do that? Thanks

Import an alpha-layer PSD over it, for that segment. Drop it onto another video timeline.

the txt its constantly there throughout the movie. would that also work?

Why would you use Premiere for working with MKV files ?
As for blurring - as you are already going down that path, you may as well use one of the delogo filters for avisynth or virtualdub. Much simpler, and less likely to cause you grief with MKV files than Premiere is.
