Hi,

I am searching for a plugin or something that will give an old analog scramble channel effect. Is there a way to modified the scaning process vertically and horizontally.

Plugin for what ? There are after effects plugins that can do this : eg. http://www.digitaltrove.com/prime/effects/tv.html

i was thinking a avisynth plug-in or I have also Ulead.
I'm asking so any suggestion of a program or a way to acheive this effect is appreciate.

You might be able to get what you want from a combination of effects from this virtualdub plugin (also callable form avisynth) from MSU : http://www.compression.ru/video/noise_generation/index_en.html

In my experience, analog TV scrambling results in a very wavy picture with chroma shifts, not static noise. Something like this (done with warp and chroma shift filters in a paint program):



but more extreme and more random.
