4:3 to Letterbox (or Something Similar)

Hello. Is it possible to make a 4:3 video look smaller on the tv screen, maybe like a letterbox look or something (without cropping)?

Reason is, I have a 4:3 video that looks better while smaller, but looks way worse when it's full 4:3.

P.S. -- I have several encoders: Super, Procoder 3, and Main Concept. I'm not sure if that's what I need to do, and if so, what the settings should be.

With Super you can try the 'padding' option. In MainConcept look under Crop and Scale-> Scale.

Or use an avisynth script to resize and add borders, then encode form that
