Hello, I'm trying to create a video of my mom's birthday and I'm thinking to make a funny video meaning to open with a local news channel giving the news her picture in the background in form of a square, I belive the audio have to be overlapping but I don't know how or what is needed to create a video. Please provide me with any suggestions you may have for this project.

you'll probably want a whole editor for something this complex
see if there isn't something in tools under video editors
you could also use someone's free working demo once familiar with it
