problems converting Divx to a PAL DVD help

I´m a newbie here and a new switcher.

I m trying to convert a Divx into DVD PAL format with FFmpegx using the mpeg2enc, with no result. At the end, when i play the video extract with de apple dvd player, i nottice that the output video is HORRIBLY choppy.

But when i do the same conversion without selecting PAL but converting in NTSC format the output file looks great.

Can someone tell me why it happens? and how to convert in PAL?
