frame rate

My question is with respect to DVB MPEG2 transport stream. Consider a framerate of 25.
what exactly happens when a particular frame is to be displayed for a long time? is the frame sent again and again to mantain the framerate of 25 (i.e pts interval = 40ms and constant) or it depends on the PTS interval (variable: depending upon how long the image is to be displayed)?

AFAIK, DVB is CFR, so if you see a "still" image for 1 sec, you've actually seen 25 identical images.
