What do you want the end product to be, AVI, DVD?

ConvertXtoDVD can read .sub subtitle files. I haven't got one with two languages to test if it reads both.

SUB files, you say? As in the image based IDX/SUB files, or the text based SUB files? Since the IDX/SUB files are the more common, I'll suggest SubToSup to create SUP format subtitle files and then author using Muxman or IFOEdit. If they're text based, convert to SRT and use SRT2SUP or use the SRT subs themselves in a number of authoring apps (DVDLab Pro and DVDAuthorGUI, among others).

Every authoring app I know that supports subtitles lets you have at least two different ones. You can show none, or one or the other.
Do you want to display both at once?

yea i wanna display both at once. so one is on top of the other one.
i think convert2dvd only lets you switch to diff subs but not actually displaying 2 at once

Maybe go back and change the title of your post to "Display 2 subs at once" to make this clear.
I'm afraid I don't know an easy way to do this, but I'm sure it can be done; at worst by hard encoding the subs into the video.

So, this guy has been wasting my time with his unclear requests? Thanks for nailing it down, AlanHK. I've never seen selectable subs with 2 languages in the same sub, although with a lot of work it could be done. I've only ever seen them burned into the video. That's easy enough to accomplish, but I've hated it whenever I've seen it like that as too much of the picture is covered with writing, it's a damn stupid idea if you ask me, and I, for one, wouldn't teach anyone to do it.

It is possible to run overlapping subs with some positioned at the top of the screen and some at the bottom - but both are on or off as you can only select one set at a time. There was a post some months ago where it was eventually achieved in the DLP by positioning the top subs, then using carriage returns to push the bottom subs into place. Essentially one true set of subs looking like two sets. Something like Maestro or Scenarist might be able to do it in a nicer fashion.

Yeah, guns1inger, that's what I was thinking of as well. But I was thinking of one set above the other like I've seen them before, where you have one at the top and the other at the bottom (a better idea), leaving the middle of the screen open. It could be done in MaestroSBT as well from SSA subs (I think, never tried), and then converted to SUP or IDX/SUB for the authoring apps that use them. Still a lot of work though, as you have to OCR both sets of subs (what if one is English and the other Chinese?), place one language at the top of the screen, and then add it to the other set before converting to BMPs.
That's to make them selectable. Hard coding them would be much easier. No OCR required.
