I need to sync video and audio files. Is it possible to trim or insert the video track without affecting the audio timing or viceversa? I need to move the video forward (insert a blank section) or cut out the start of the audio track. Or is there a better file to manipulate an m2v file?

In dvdlab go to the Tools tab> Audio Delay... and insert the offset amount.

This won't trim anything, it will just move it so the filesize will stay the same.
