I have not experimented with many tapes, but have found with one recorded at EP that with the digital tbc/nr ON, the picture jitters with it off it does not!
Also, if I had the chance of a datavideo 3000 over the 1000 would it be worth the extra expense?

I had both the TBC-1000 and the TBC-3000, and decided to keep the 3000 because it has Video Proc controls. I find them to be really handy, and its nice to have all of the necessary analog capture electronics in a single box.
Other than that, the TBC-3000 is equivalent to two TBC-1000s that are genlocked together. This lets you mix/fade between two unlocked tape sources if you also have the additional mixer; pretty cool if you need it. I don't.
As far as TBC performance, they are identical.

Thank you, just sghows you how careful and how much research is important when looking at ebay, someone is selling a 3000 for the same price as b&h video shop.

LordSmurf has said he has had this happen before. Some tapes simply do not like the TBC built-in the JVC players. Using it sometimes causes the "error" that you have encountered.
He says that sometimes you can't use the JVC TBC but can use a Full Frame TBC. Sometimes you can use the JVC TBC but not the Full Frame TBC. Sometimes you can use both at the same time. It all depends on the individual videotape.
You might want to take a look at his website as it has a lot of information on using JVC S-VHS VCR's as well as info on Full Frame TBC devices.

As far as a Full Frame TBC goes many people have reported good results using the AVT-8710 (made by AV Tool Box aka TVone) which is currently available at B&H PHOTO for a very reasonable $195 + shipping. The AVT-8710 is the cheapest Full Frame TBC on the market. It works with PAL and NTSC plus it has some simple "proc amp" type controls such as brightness, contrast, color saturation and sharpness.

No VCR is going to play 100% of tapes perfect.
Try with/without full TBC, with/without JVC TBC, with/without JVC stabilizer .... maybe even another VCR for that one tape.
I have a stack of decks for this very reason. The JVC's do most of the work most of the time.
The error is most likely caused from non-standard track ranges or misalignment of the heads on the recording deck that made the tape.
I have a VCR that is purposely attuned to this "wrong" setting (at least a common one) so I can play these kinds of tapes.
Very common on SLP/EP tapes.
