SVCD created with VCDEasy...why?

I've created several chapters (7) in VCDEasy (the video is MPEG 2 created with TMPGenc).

I set the interactivity using numbers and navigation but...the numbers doesn't work properly (the navigation do).

When I push 1, for example, it goes to a chapter but not the chapter I've set up! And I only have 5 chapters (not 7 as initially set up).

What's happening?
