In Point has last video at the head

I have made up a video in Vegas video 4e. On the timeline I had 11 second black gaps between each video sequence.

Used tmpgenc to make the mpeg files.

I was hoping vcdeasy [1.1.5.2] would be able to find a neat black point in between so that in the chapter section, each video chapter would start from black.
That doesn't happen. When I am setting up a new chapter, it always has a bit of the last video as the starting point. That looks a bit messy to me so how can I make for a clean black start for each video.
