Problem in win2000

In win2000 when a program has a problem in closing, I get this message

" This program cannot be closed.It is being debugged, please resume or closed the debugger first"

How do you closed the debugger? Plaese help

The program is dumping all its registers, etc, into a log file. Sometimes this takes a while. You can sometimes see the debugger under Task Manager, but most of the time it has already finished what it was doing (and the program will now exit).
