How can I have a delay of about 1s with vcd mpeg (ffmpeg) and mp2 audio?

Or

How can I make the mpeg (ffmpeg) fit with mp2 (VCD)?

Demux and remux by inserting the correct time offset in the "Sync" field (located in the mpeg-2 options tab).

What value would you put in for audio ahead of video by one second? Would it be -1000? would audio a head of video by a half a second be -500?

1000 will delay video one second, -500 will delay audio half a second.

This is precious info. I did not realize that the sync option worked also with the mux and demux tools. The interface suggests it should work only when encoding

It works and it works very well. Occasionally I have some difficulties when splitting and burning were it doesn't stay in sync, but for the most part I'm very happy with the feature.
