You can use Ulead Movie Factory1 or 2, add music for one or more menus, it's great.

I used to be intimidated by menus, especially because you need them to properly backup those multi-episode DVDs (Sporanos, Sex & the City, Band of Brothers). I found that DVDMaestro is exceptionally easy to do both the menu background, buttons, and sound . . . simply import the background and sound, drag your backgound to the menu template, drag the sound on top of the background, draw your buttons and map accordingly.
