Chapter Error with VCDEasy

I am making a scene selection menu from a mpeg still. But for some reason when I go to setup each numeric key with a chapter, it only allows me to put in the first 5 chapters of the movie, even though it has 11 chapters. Do I have to setup the mpeg still differently ?
