Warning message when burning...

How can I make sure that my mpeg program streams are aligned to 2324 byte mpeg packet boundaries? After encoding a movie with tmpeg (2.57), VCD Easy gives a warning that the mpeg stream will be padded on the fly. So far I do not have any undesirable results, but i'm trying to prevent them. I have looked this up and I have discovered that the warning is due to an improper alignment in the mpeg streams.
