    Are there any freeware tools that can edit the frame size of mpeg 2 streams? > I have seen many that can cut/join and some that can edit frame size only when converting from .avi, but none that can do the above.

    The reason there are no tools like that is because changing the screen size (resolution) would require re-encoding the mpeg frames.
