After 15min, my actors speak chineese, words come out slow

I used Kazaa to download a movie in mpg format, I used TPMGEnc to convert the movie to a .mpeg format and I used Nero to burn the movie to my CD-R in a VCD format. It plays fine for 15 minutes but then the actors talk and you hear the words 2-3 seconds later. I don't know what to do to try to fix this. ... ...

Just 1 question, if you downloaded it in mpeg format, why did you then encode it to mpeg format with TMPGEnc. Was it not VCD compliant before you encoded it.
