if you want a VCD, this are good setts... but it isn't necessary a GOOD quality image... cuz the RESOLUTION is too low... I suggest you make a SVCD... much higher resolution => better quality

Also, a huge factor in the final quality of your encode is the quality of your source video. If you have a poor source, does'nt matter what settings you use you will get a poor output.

With the settings you state this will not be a standard compliant VCD, it will be an XVCD. Bitrate for VCD is set at 1150 kbps.

Ya, of cuz, if your source has an awfull quality, your (S)VCD will be awfull too

Just my two cents worth. After making many coasters confirming to myself that resolution was not the driving factor for a quality repro, I can state that it is more dependent upon the bitrate used rather than the resolution. However, as ya'll have said many times over garbage in = more garbage out no matter what the resolution or bitrate. Yes, you can clean it up but it will still a a function of "multplicity." Let me explain how I can to this conclusion.
From the exact same AVI clip that was recorded at 480x480 (using Vdub 1.4.10 and Tmpgenc +), I made a true VCD compliant disk and compared that to an XVCD disk where the only difference was the bitrate was changed from 1150 to 1800. The difference IMHO was noticeable. With the nod going to the XVCD repro. To further complicate matters I made an xsvcd repro from the same AVI clip using the same 1800 bit rate and compared it to the XVCD. To my very untrained eye, I could not tell any difference. Even tho one was at 352.240 and the other was at 480x480.
Yes, yes, yes I know there are a multitude of other other parameters that influence the outcome. But I am taking them one at a time, so that I can actually see or not see what the influence of that parameter is on the outcome. However, in any case beauty is in the eye of the beholder and that is the real test. Thus, for me and what I am attempting to do is to capture at SVCD with enough bit rate to force the output to fit onto 2 cdrs and to my untrained eye that is good enough.
Is it DVD quality, a very emphatic NO. But for me that is OK.
