150-200MB Overhead?

I'm been converting some of my old VHS tapes to Mpeg2 format. I calculate the bitrate needed to fit the video as well as the audio on a DVD-R. When I go to author the disk it's like 150-200MB over the limit. The audio and video is 4,600 KBytes and the final authored vobs are 4750 KBytes. I didn't notice this before but isn't 150MB for overhead a bit excessive? Is there a way to reduce this overhead?

That's generally about the overhead I get also authoring with Spruce... Obviously, the more complex your menu structure, the more overhead you'll have. I'm not sure if number of chapters also influences this number.
