help with clarity

i downloaded a movie (avi) and converted it to mpeg 1 using tpmge then i burned it using nero. when i watch it on my computer is plays better and is more clear than using my dvd. when i use tpmge i choose correct ghost noise reduction and simple colour. is there any other tricks or can someone recommend a different program or some way to make the picture quality vhs like because it is barely watchable. also to do a dvd do i need a dvd drive or can i use my cd writer with a few diffent programs
