I am recording MPEG2 files (for DVD) off my AT TV-wonder. I have found VirtualDub suitable for removing commercials from my DivXs but it doesn't support mpeg2. I have tried a number of editor (tmpgenc and mpeg-vcr are the ones I remember) however none of them can cut precisely, so I always get a either a few seconds of one commercial or a few seconds cut from the show. In addition, they can can only cut the file (instead of the ability to remove segments from the same file) and I have to join them later, but that is but a minor problem right now. I am looking for a tool that can perform cuts with sufficient precision (at least the ability to move back and forth by 10ms). Although maybe I am doing something wrong, please correct me if I am.

Try the trial version of Ulead Video Studio. It will edit MPEG-2 files, allow you to chop out the commercials, and save the rest as a single file. If you use the file as the template for the project settings, it won't re-encode anything but the frames adjacent to the cut.
