ca i make a high quality vcd?

i'm new at vcd etc. and i want to know if there is a way to make a high quality vcd . that's all.}

if you insist on using mpeg-1, then xVCD would be the way to go (standard VCD 2.0 is stuck on CBR and bitrate of 1150, which is way too low for good quality)....however, if you adjust the resolution, bitrate, encoding method (cbr, cq vbr, 2 pass vbr)...then it would be xVCD

another way to go is mpeg-2 svcd, which is generally better than xVCD and definitely better than VCD 2.0, but you have to make sure your standalone dvd player supports SVCD

Could you be a little more specific as to what you mean by "high quality"? Do you mean a VCD of the same approximate quality as the commercial, retail VCD movies that they encode with very expensive hardware? Something less than that? How much less?
