Hi,
If I have a VCD quality MPG file can I re-encode it somehow to improve the quality? For example, less motion blur and less pixilation?

Short answer = No.
Long answer = because you've only got the encoded file and not the "source" you're kind of up a creek. The reason you're disappointed with the quality is that the encoder "threw away" too much information in order to compress the footage down to a VCD. That information is gone. Reencoding will not bring it back, and will actually just throw more information away.
