    with out re-encoding the entire file with TMPGEnc...
    i saw some frame-rate changer for AVI's but it doesnt work on MPEGs

    Bitrate Viewer work with MPEG-1 too.
    However, actually the link above should show you, that a NTSC to PAL conversion is not possible without reencoding.

    thats not what im trying to do
    my DVD can play NTSC. but my TV isnt multisystem...so i cant watch NTSC vids on it...unless the DVD plays them as PAL.
