    Is there a tool can convert Blu-ray DVD to regular DVD so that it can be backed up to the regular DVD disc?

    What would be the point?

    DVD stores the video at a far worse quality.

    You could try converting the titles to MKV using MakeMKV then just dragging the MKV files onto DVDStyler or something.

    You're not going to get to keep the menus though, the DVD/Blu Ray command sets are far too different to be even remotely compatible.

    Do you mean convert from Blu-Ray to a DVD playable in a regular hardware DVD player? Maybe DVDFab Blu-ray to DVD Converter?

    Yes, there are other ways to do it using only free tools, but they require using at least 2 programs, and are possibly not easy enough for you.

    Use MakeMKV to rip the Blu-ray to the hard drive. This can be the entire movie if you use Backup mode, or you can rip the main movie only when you rip to an MKV file.

    Then use BD Rebuilder to make a DVD-video from the ripped movie. This program can take either type of rip as input, and can be set up to output to the format you want, but it isn't the default process. Read a couple of guides for BD Rebuilder before continuing any farther.

    So lets assume you have installed BD Rebuilder and have it set up correctly. Next, you rip to the hard drive as a main movie only MKV file using MakeMKV.
    Import the MKV file into BD Rebuilder by clicking File-->Import-->Video Files.
    Click on Mode-->Alternate Movie Only Output. This brings up a small window where you remove the check mark from the box next to Output BD or AVCHD Compliant Structure
    Put a check mark in the box next to DVD-5, or DVD-9, depending if you are making a DVD for a single layer disc, or a double layer one.
    Click Save.
    If you live in a country that uses PAL standards for DVD-video, you will also need to go to Settings-->Setup and put a check mark next to the box that says assume PAL for DVD output. (Edit: note that most PAL DVD players and TV's can handle NTSC settings well, so you may not want to encode to PAL specs)

    You are now ready to designate a place for the output to go on the hard drive, then click on Backup to start the encoding process.

    If user wants to copy the Blu-ray DVD to the regular DVD disc, should it be two steps to convert Blu-ray to the regular DVD and then copy it to the DVD +/-R disc?

    A blu-ray disc is not a DVD, also it is not possible to copy a blu-ray disc to a DVD.

    If you insist on taking the video from a blu-ray and putting it on a DVD you would have to convert the video to standard definition video and you would lose a lot of quality.

    There are 4 steps, which might be done with one program or with several.

    1. The Blu-Ray disc needs to be decrypted and copied to a hard drive.
    2. The video, audio, and subtitles need to be converted for DVD compatibility.
    3. The converted video, audio, and subtitles have to be authored to create the required DVD files and folders.
    4. The DVD files and folders have to be correctly burned to DVD

    By the way, is there a good freeware to directly convert Bluray DVD to MPEG 2 DVD file for ready to burn it to the regular DVD disc?

    No. It is necessary to to use more than one program to get the conversion done at no cost. If there was one free program that could do it all, anybody who remembers your past threads would have suggested it already.
