I have a blog which requires that you enter a YouTube video embed code to publish video on it. Is there a way to create such a code for a video which resides on my own computer?

You can use flowplayer or jwplayer to stream/embed from any server. Or use html5 video.

But if you can stream directly from your computer depends on your internet connection. Dynamic IP, router/firewall, bandwidth, etc.

You are going to upload the video stream everytime when its requested by the blog users..
So it would be better to upload it onto youtube, the rest will be taken care by YouTube
