  2. Very difficult to advise something as good software is no longer developed (except vdub) but on your place i would go for:

https://www.videohelp.com/tools/VirtualVCR (my favourite, have some problems but still one of the best ever tools made for capture)
https://www.videohelp.com/tools/DScaler (also old one but have very advanced features dedicated to BT/Conexant chips)
https://www.videohelp.com/tools/Virtualdub (well known and constantly maintained - if it works for you then OK)

The only "actual" software is AmarecTV.

Its work in all HD and Analog cards, olders and news. Its have nice deinterlaced method, suport replay feature using RAM, nice visual and freeware.

You can record using X264 or lossless codec like UT VIDEO or LAGARITH, after this encode using software like RIPBOT264/VIDCODER/TENCODER/MEGUI

    Get here: http://www.amarectv.com/download/amarectv300c.zip

Fast tutorial to config AmarecTV: http://www.mediafire.com/view/d0u22pf6vpu4o3w/AmarecTV_RGC_Tutorial_-_Cauptain_2011.pdf

If you want to run the capture manually, Amarec TV and the other free capture software mentioned so far probably will work, as long as your analog TV card uses software to encode.

If you need to schedule recordings so you do not need to be present to start the capture, you need PVR software, not ordinary capture software. ChrisTV PVR might be an option (it allows MPEG-2 capture or AVI capture), but it isn't free.
