If you're asking whether or not there are converters that'll allow you to manually specify the title of an output video when you're converting - yes, a number of converters should be able to or do just that.
If you're wanting the converter to automatically look at the input video and guess what the output files should be named, from anything other than the input video's filename... probably not. Not everything uses MKV metadata properly, or at all, at any rate...If cameras add ten pounds, why would people want to eat them? -
Nearly all the converters I've tried allow you to easily set the output file name when you're setting up conversion. Handbrake, as mentioned above, will do it, for the most part - but you'll only be able to convert an MKV to another MKV or MP4, with the more recent versions, as far as I'm aware. There's AVIDemux, but that takes a bit of getting used to. XMedia Recode (though if you use that, you may want to use the 'portable' versions). You might have some luck using XVid4PSP.
VirtualDub, with the proper plugins, can open MKV/MP4 and encode an AVI for you, but that may also require a bit of getting used to.If cameras add ten pounds, why would people want to eat them?
