That problem with that paper is they used the wrong vp9 settings with min and max quantizers being equivalent = incorrect results . They need to re-run the tests

It was tested in 2013.

However they are scientists, so they (unlike the forum members of video-technology related websites) have real serious theoretical knowledge about codecs (mathematics etc.. background)

It was tested in 2013.

The binary was from June 12,2013 , and it was presented in Dec, 2013; so they had lots of time to revise their paper . Look for a new one, because this is labelled "preprint"

Those settings basically make the VP9 testing in that paper meaningless => scientifically invalid

The "science" is only as good as the methods used for testing. Invalid testing methods lead to invalid conclusions . Any real scientest will be the first to admit that
