    Hello!
    Are there any software and container format which support FPS (frame per second) change without re-encoding??

    As part of MKVToolnix the mmg program allows you to set the FPS to whatever you want and the output goes into an MKV container. I have no idea what will happen when you try to play such a file, but it's easy for you to get that program and try it. It's free.

    mp4box will also let you change fps for mp4 and it will play back at the desired fps. The same goes for TsMuxer when you want to output ts or m2ts.

    Note that your audio will no longer match the video...............
    Got my retirement plans all set. Looks like I only have to work another 5 years after I die........

    Lots of software will accommodate that on a global (whole file) scale, through adjusting the header.

    Do you mean that, or with multiple changes WITHIN the file?

    If the latter, there is MUCH more to lose (timing/synchronization problems) than their is to gain (bitrate economy) to gain by attempting that.

    Sorry, but mkvtoolnix is unable to change the FPS.

    Using TsMuxer, one clip is at original 60 fps and then changed to 24 fps:

    This was not a rebuttal. As I mentioned TS muxer can do PAL NTSC conversions, but there are no other choices.

    Mkvtoolnix is unable to change the FPS.

    You can type in a number. Even fractions and decimals e.g. 11.535 , 25/1 etc....

    But this is a not working option. It is just a decoration.

  17. What fps and containers do you want to use ?

    FFMpeg can do most of them

    You can still use mkvtoolnix, but you need to use timecodes on your file. Other h.264/AVC files do not necessarily need to . Do you see the box that says "timecodes"? You need use a v1 or v2 timecodes sheet. That's a fact

    Transport streams do not support "off" or non standard frame rates. So if you wanted something like 34.567, you should use mp4 or mkv container

    Avanti is the only FFmpeg gui which can convert FPS without reencoding. Other softwares proved unable to do that.
