  1. Is there such a thing for these file formats ? I know Avidemux is close. But the Key Frames ruin that program

  2. Anything can be cut frame accurately but it's not always free or cheap. TMPGENC MPEG smart renderer can do all those, though you may have to rewrap the mkv first.

    (I assume you mean frame accurate not framerate accurate, and MPEG 4 not peg 4. Don't want to sound too picky, but clarity helps.)
