So, I'm working on some anime which was originally done in film and in the DVD release it was released in 29.970FPS. How do I get it back down to 23.976FPS?

All NTSC DVDs output interlaced 29.97fps. How you get it back to 23.976 depends on how it was encoded. How about posting a sample - 10 seconds of steady movement? Maybe you just IVTC it. Maybe you can ForceFilm it in DGIndex. Maybe it's field-blended one way or another. Sample please.
