  1. Hello

    is it possible to change the resolution of a wmv file (or my logic tells me this would apply to any file) without re-encoding the video?
    If yes, what software should I use to do this?

    If the resolution is changed, the file has to encoded to make the adjustment (remove data for a decrease or create data for an increase). The "advancement of technology" and increasing PC power simply means the process takes less time.
