hi, how i can delet a special scene from MKV video files without Re-Encoding ?
I tested MKvmerge (Spiliting with timecodes and then appending odd parts) but it did not delet extaclty i want. i need accuracy less than 1 second.

You can only cut at keyframes without reencodig. They might be several seconds apart.
Some software can just reconvert around the cut but I don't know anything for mkv. Maybe solveigmm video splitter.

Try using TMPGEnc MPEG Smart Renderer 4. This program is probably the best program that I have come across to edit video files in the MKV or MP4 format without re-encoding the whole video. It just re-encodes a small area around the cut and is frame accurate. This program however is not free and costs $69.95 US retail, but if you have purchased other TMPGEnc software you can get a user discount and purchase a license for $58.95 US. You can download a free 14 day trial before you purchase. I believe that the trial version adds a watermark, but I don't remember if there are other limitations.
VideoReDo TVSuite H.264 will work in frame cut mode. Supports AAC and AC-3 audio, but not DTS. I bought it several years ago and have been totally pleased with it and found it to be a solid investment. There is a free trial and I'm pretty sure the trial will work without putting in a watermark.
