If your video is .ts, you already have a video file, encoded with h264. It might be helpful if you tell us where the file came from and what you're trying to do with it.

The only thing one can gather from the information given is that you have an interlaced PAL MPEG2 video in a .ts container. When you say you want to "create a transport stream" we still don't know what your intended output is supposed to be. Are you trying to create a video for internet display, burn to disc, author to BluRay, DVD, re-encode as AVCHD? There are any number of ways to encode a ts video. Are you cutting and joining clips, denoising, or what?

You could convert to h264 with a x264 encoder frontend. BUT I guess it will be hard to get the ts muxing done correctly. -
Just a wild guess, but that looks like a "homework" given by a very-lazy teacher
I know ffmpeg and ffmbc can mux to TS, but I'm not sure how norm-compliant (or playable) the results can be, though.
