I've tried a large variety of things and I cannot seem to do what I want to do.
I basically want to cut off a chunk of video and keep any subtitle information with the chunk.
Anything I try either
1 - discards the subtitle info outright.
2 - doesnt have a function to cut the video.
or
3 - Requires you to do one thing, then the other, then combine them.
I want a simple, ~ Import the video, cut the video, export the video. All while keeping the subtitle information.
Anything like that?
Any assistance would be awesome.

I don't think there's any converters or editors out there that'll allow you to edit or remove parts of the video and, in the process, edit any muxed-in subtitles to match the edits. (Especially since an MKV can possibly contain multiple video, audio and subtitle streams of many formats.) It's just one of those things you'll have to do manually.
If cameras add ten pounds, why would people want to eat them? -
I saw that timecodes option poison~!
Wasn't 100% sure how to use it~

It's explained in the instructions. If you're using the GUI, you can mouse over and there are tool tips
Enter the times that you want the cut points at. In hh:mm: ss.ms notation, separated by a comma
e.g
00:10:05,00:20.01
would give you 3 segments, cut at those times you specified:
1) start to 10min 5sec
2) 10min 5sec to 20min 1sec
3) 20min 1sec to end
Notes:
1) It doesn't really "cut", it makes segment stream copies (ie. original is untouched, so in this example you would have original + 3 parts)
2) Cuts aren't necessarilly accurate - they always are at the nearest keyframe on GOP boundaries. So it might be a second or so off -
be aware of incorrect handling of subtitles when using --split parts -> "closed defect (wontfix)"
This is the reason I removed subtitle support from MKVCutter.

So, nobody has a way to remove a section of an MKV and keep the subtitles??
That is silly.
