Here in 2013 which program is the best at editing Blu-ray's M2TS's without re-encoding? Solvieg Video Splitter? Smart Cutter?

I would try solveigm video splitter, videoredo h264, tmpgenc smart renderer. It might also work with the free video to video converter, under tools. I have never tried it though.
But you might get problem if your m2ts contains vc1 video or dts-hd audio.
