I have an issue with SubtitleCreator (2.3rc1).
It plays NTSC DVD's fine
But when I load a PAL DVD, it doesn't complain, it plays the audio but the image remains black, which is not very helpful when trying to synchronize subtitles. . All PAL DVD's play fine with other media players like PowerDvd or MPC-HC.
Would someone please tell me whether it's a SubtitleCreator issue or something to do with my PC (Vista Home Premium 64 bits) and what I can do to solve it?

Computers doesn't care if it's ntsc or pal and subtitle creator uses same decoder for both because they are mpeg2 streams so it shouldn't really matter.
Be sure that you aren't openening/using two instances of subtitle creator or some other player at the same time. It could be some overlay problem.

AFAIK SubtitleCreator is the only program on my system that has a problem with PAL.
I like Subtitle Edit but it doesn't support IFO files and SubtitleCreator is the only one I know that does.
