One day I just turned on my lap top and they were all gone (XVID, Lagarith Lossless Video Codec, etc...)
I've tried re-installing each codec and re-installing the programs that use these codecs.
Last things I can remember installing before the codecs disappeared are Ulead Video Studio 11, and some drivers to make Easycap work on Windows 7. I uninstalled both Video Studio and the drivers but the codecs still don't show in the programs they use to.
I am running Windows 7 Home Premium 64bit.

don't know about windows 7, but in earlier editions of windows, it would be the result of deleting or deregistering quartz.dll and/or qcap.dll.
Are they safe to delete? And will they affect software (or anything else)?
If you delete them or deregister them, the codecs will not be available (problem you are facing)
I suspect that somehow you would have managed to delete or deregister them.
I checked and I have them both. How can I check if they're de-registered? And if I have somehow de-registered them, how can I re-register them?
I don't know about Windows 7
in the run dialog box, and clicking ok works.
I recall reading somewhere that updating your DirectX could solve the problem.
I tried it and got this error:
The Module "quartz.dll" was loaded but the call to DllRegisterServer failed with error code 0x80070005.
Never mind the above.
I registered them both with CMD as Administrator, but Codecs still don't show. I even restarted my lap top.
I also updated Direct X.
Any other suggestions?
Thanks for your time, mgh!

If you've gone through this please share!
I found this thread on Virtual Dub:
Apparent the deletion of "vidc.uldx" fixed the problem. Unfortunately I can't find this in Windows 7.
Fixed it. I double checked the link above and turns out I was looking in the wrong bit of registry.

Good to see your problem solved.
Also good that you have mentioned the solution you found for others who might have the same problem
