is there anything on pc or ipad where i can add a video ( its actually one of my own vids, but the only copy i have is downloaded off youtube)
its quite dark... i know if it were a photo it would be quite easy to make it a bit better with brightness/contrast etc etc

is there any cheap/free easy to use video editor that will allow me to do those sorts of things?

    You can use avidemux,
    open video
under video choose a codec like mpeg4 avc
under filters->colors add the mplayer eq2 filter, adjust the brightnes and contrast(you will se a preview)
    under audio choose copy
    select output format mp4,mkv,avi, etc.
    last save as video.mp4/avi

If avidemux fails/crashes you can try xmedia recode. Load video and under filters add the color correction filter.

If it also crashes then try video to video converter. I have not tried the filters though....

Other alternatives to also consider are Windows Live Movie Maker that comes with Windows 7 which has adjustable brightness, and VirtualDub which has adjustable brightness and contrast.
